I believe we are talking about different carbs. I have a carter on the boat not a holley. I have a holley but I put the carter on because it was the orginal carb for the boat. so I believe with a carter the only external adjustment you can do is the idle mixture screws.

I thought thet carter had a low speed adjustment as well it's always hard if you don't have tha carb in front of you. Another thing too look at but is highly unlikely is the amount of fuel in the float. The bogging at high speed sound like a jet. I ran into the same problem building my motor. I also ran into that by using the wrong intake. I polished my intake ports so the air wouldn't roll in the intake causing a hesitation at high speeds.

Carbs are fun... Cheesy
